Questions emerge over advert seeking 'Bottom Up Agenda consultants' at Ruto's office

The communication dispatch team from State House might not be reading from the same script after an application invite for senior consultants to work under the Office of the President has been questioned by some members.

This follows an executive order from the State House Comptroller stating that the office is seeking to hire individual consultants to help realise the government's ambitious Bottom Up Agenda.

A detailed procedure for applications was published on MyGov as the Comptroller said the consultants will be needed to inject transformative advisories to bolster the agenda targeting to improve the livelihoods of Kenyans living below the economic health. One of the requirements included applications to be put in one envelope marked Expression of Interest NO.SH/EOI/001/2024-2025 and the assignment title are to be delivered at the State House administration building-Gate D, the Tender Box located at Gate D, or the administration block conference room.

Submissions are required to be made on or before Tuesday, November 26, 2024, at 11.00 am.

However, the approval of the advertisement has been questioned as an insider intimated to Citizen Digital that it was not given a green light to be published.

"The advert was initiated by the advisers without approval. It has no budget line, not in the procurement plan and has therefore violated accounting and financial procedures," said the government official who sought anonymity.

The source argued that the advert is a preserve for former colleagues in the private sector, civil society and the consultancy circuit.

Meanwhile, the official communication channels from the House on the Hill have remained tight-lipped.
