Right frame shows student writing. This proposal is contained in the Kenya Revenue Authority (Amendment) Act, 2024, by Kikuyu MP Kimani Ichungwah. This bill was submitted by the Cabinet Secretary for the National Treasury and Economic Planning as part of the budget for the year 2024/2025. It proposes amending section 5 of the Kenya Revenue Authority Act (Cap. 469) to provide a legal framework for the Kenya School of Revenue Administration (KESRA) to collaborate with other institutions of higher learning to offer revenue administration programs. If approved, KESRA will be charged with developing curricula, assessing or examining students, and awarding them qualifications at the end of the course. Functions of KRA According to the bill, the taxman will, under the supervision of the Cabinet Secretary, act as the government's agency for collecting and receiving all revenue. KRA will administer and enforce the laws listed in Part I of the First Schedule, assessing, collecting, and accounting for all revenues as per those laws. "It will also advise the government on revenue-related matters and the administration and collection of revenue under the laws listed in the First Schedule. KRA will further administer and enforce the laws in Part II of the First Schedule related to revenue, assessing, collecting, and accounting for all revenues as per those laws," the bill reads.
