Kisii Governor Simba Arati has ordered the confirmation of 904 ECDE teachers immediately after the swearing in of the new public service board.
The new public service board has been put in place after a court case was concluded by labour and employment court to send home the whole service board that worked under the former governor James Ongwae.
Speaking at Gusii stadium after the swearing in of a six bench board members led by Elijah Obebo as the board chairman, governor Arati said his government has run for months without the public service board and this made administration difficult for him.
“today I’ll have a peaceful sleep, because the public service board has given me stress all along ,if you noted, I started losing my hair, said Aati.
The governor sympathized with ECDE teachers and instructors who had been without pay for months due to the absence of a functional public service board.
He separately asked them to undertake a fresh staff audit and begin to weed out the existing ghost workers and further ordered is the payroll cleanup to ensure only staff with genuine credentials work at the devolved unit.
“We did the first headcount but your absentia and perhaps we may had not gotten everything right. But there were people with fake certificates, others were ghost workers too , all these must be removed from the system and it is up to you now as you start work ” said Arati.
To the new board members, the governor told them to work above board and with integrity warning that work ahead may not be easy.
“There shall be uproar, but do not look back, just do your work faithfully . You will make enemies who even want to kill you but focus on your work , “the Governor said.
To cure lethargy, he said a biometrical system would be installed to aid monitor staff loggings in and out of work across the devolved unit departments.
“From a centralized system it will monitor even time you logged out for lunch and what time you reported back.. This will scale down instances where some people go for lunch and report back at five to pick their coats from office ,” the governor said.
He congratulate the new officials on their nomination into the board saying he was proud with the vetting by the County Assembly members.
Arati said he hopes the board will bring sanity into the human resource department as it settles down to work.
