PC Raphael Nzioka (No. 67335) and PC Nancy Kerubo (No. 245796), based in Eastleigh North, were arrested on Thursday, October 19, on an allegation of extorting money and goods from a local businessman. The two officers reportedly visited the man’s shop in Nairobi’s CBD and confiscated a stock of mobile phones valued at KSh 300,000 without justifiable cause. To return the phones, the two officers demanded a bribe of KSh 100,000, prompting the trader to report the matter to the EACC, who quickly responded. EACC planned an operation that led to the arrest of the two officers while they were pocketing the bribe. “Upon verification of the allegations, EACC detectives mounted an operation leading to the arrest of the two police officers while receiving the demanded bribe,” the EACC said as reported by Citizen TV. What happened to the rogue Nairobi police officers The two police officers were quickly taken to Integrity Centre Police Station for interrogation before they were detained at Kilimani Police Station. EACC Spokesperson Eric Ngumbi pointed out a spike in such cases of outright extortion by police officers. “The emerging trend shows that in most cases, it is no longer bribery to forbear law enforcement action, but pure extortion of money from citizens who are not facing any legitimate accusation of violating the law,” he said. Ngumbi stated that it was upon senior police officers to ensure their juniors exhibit integrity and refrain from such despicable acts. “To mitigate this menace and alleviate the pain visited upon citizens by such incidents, EACC expects Police Commanders at all levels to take up the responsibility of ensuring that officers under their command refrain from such despicable acts that are not only criminal but also immoral. The Commanders, too, should not be the cause of such extortion under the pretext of criminal law enforcement,” he added.
