These are constitutional offices, you remember.
The Presidential Retired Benefits Act of 2013, provides for these offices to be well facilitated so as to carry out their constitutional mandate.
Personally, I have been complaining against former President Uhuru Kenyatta participating in active politics when the Act specifies that when you retire as the President, you must also remove yourself from political party leadership and stop being active politically.
That is the principle of the Constitution and that is the principle of the law.
The allocation to the top echelons of power is about the uniqueness of these constitutional offices. Those offices are more valuable, to have them functioning and running, because these are offices that need appropriate security, logistical support because they (office holders) move from one region to another.
At the end of the day, you must be in a position to fund the offices properly so that you don’t run the risk of destroying or killing those legitimate institutions.
When those offices are not functioning, be assured that it will be very hard (for a sitting President) to effectively run the operations of government.
The net effect of those constitutional offices not working means the entire nation might suffer. It is a justified allocation by the nature of those offices.
The moment those offices stop functioning, the country will not function as well as we would like and that can very easily plunge the country into unnecessary crisis. It is as simple as that.
These are offices which decide on many key issues necessary for the smooth running of government, like the implementation of projects, developments and many economic, social and political matters.
Even Parliament must be well resourced so MPs function in terms of appropriation of budgets, lawmaking, representation, and generating reports on matters of national interest.
The same applies to the Presidency. It must be well funded and capacitated to make sure that the work of the Office of the President is conducted smoothly countrywide. That is key for good governance. BY THE STAR
