Roads and Transport CS Kipchuma Murkomen has formed a multi-agency clinic to enhance road safety education.
The road safety clinic will ascertain the functionality of speed limiters on all public service vehicles and commercial vehicles with tare weight of 3049kgs and above.
“Following an increase in road carnage in the recent past, the Cabinet Secretary, Ministry of Roads and Transport outlined several safety measures for implementation by various agencies and stakeholders,” the statement reads.
Some of the stakeholders involved are the National Police Service, National Transport and Safety Authority, Public Transport Operators, Commercial Transport Operators, Speed Limiter Vendors and Boda Boda Operators.
The National Police Service will enforce traffic rules and maintain law and order.
The National Transport and Safety Authority will provide technical support in terms of identification of the violations relating to motor inspection, verification of licences, qualification assessment (driver /conductors), badge verification, assessment of PSV and commercial vehicles (tare weight of 3049Kgs and above) speed limiter functionality.
In addition, public and commercial transport operators will present vehicles at the clinics and make them available at the time of the check.
Speed limiter vendors will check if vehicles have the ability to limit speed, record and store speed data for 72 hours, and transmit data to both the NTSA and the vendor servers every 5 seconds as per the requirements of KS 2295:2018.
The vendors will also check for the speed limiter onboarding and configuration to ensure transmission.
Further, boda boda operators will have to comply with traffic rules and regulations.
If the vehicles fail the exercise, they will be issued with a prohibition order, booked, and presented for compliance inspection at the NTSA inspection centre.
Murkomen said that through the support of the stakeholders, media and the public, the behaviour and attitude among road users will change.
“We expect improved road safety compliance by PSV, commercial vehicles and boda boda operators. All public service vehicles and commercial vehicles (tare weight of 3049Kgs and above) will be operating with functional speed limiters and we will also enhance the collaboration among various stakeholders in road safety management,” Murkomen said.
